POSITION SUMMARY:

Based out of our offices in beautiful Glenwood Springs.

Supporting the technical team and operations of the River District’s projects, the Water Resources Data Specialist performs technical, project management, and engineering work.

  • Provides data compilation, reduction, analysis and interpretation of hydrology, instrumentation, and other types of reports in Excel or similar data management software for internal processing and stakeholder engagement.
  • Assists District Engineers and consultants in designing and planning projects and supports related research and contract management.
  • Provides project management support including working with consultants, suppliers, and contractors to develop scopes of work.
  • Prepares maps of projects, technical renderings, etc. using GIS, CAD, and related software applications.
  • Performs occasional field work, such as observing contractors on project sites, performing simple installations, etc.
  • Work varies in complexity and requires use of creative problem solving, independent judgment and initiative.
  • Occasional travel required, mainly throughout the 15-county District.

The salary range for the position is $59,615 – $89,423.

TYPICAL EDUCATION AND EXPERIENCE REQUIRED:

Requires a bachelor’s degree in math, science, geology, engineering technology, or related field, or advanced technical training and two to five years’ related experience. Working knowledge of technical principles, GIS software and related computer applications is required. May be an Engineer-In-Training and working towards professional engineer licensure. Must maintain a valid driver’s license.

SKILLS AND COMPETENCIES:

In addition to the educational and experience requirements, the following skills are essential to the job:

  • Excellent verbal and written communication skills with ability to communicate succinctly, effectively, and professionally.
  • Ability to work with professionals, the public, other organizations, government agencies, and oversee work of others, particularly outside consultants.
  • Ability to complete and oversee projects from inception to completion, coordinating both internal and external efforts.
  • Advanced skills in Microsoft Excel, Access, and other database management with proficiency in C++ and Visual Basic.
  • Proficiency or expertise in GIS, including simple mapping and geospatial analysis.
  • Working knowledge of water resource engineering principles including mass balance, hydrology, and hydraulics.
  • Aptitude for electronic and data communications and problem solving.

ADDITIONAL PREFERRED SKILLS:

  • Knowledge of Colorado hydrology, water administration, and law.
  • Proficiency applying the principles of water resource management: including a functional understanding of the prior appropriation system.
  • Experience with data management and visualization tools such as macros, tableau, and Power BI.
  • Geotechnical Engineering training and experience.
  • Controls Systems training or experience including the design and use of SCADA. Data and instrumentation automation

ESSENTIAL FUNCTIONS:

  • Assists with dam and reservoir monitoring instrumentation data collection, management, reduction and initial data analysis and trend forecasting.
  • Performs hydrologic data analysis, database research, and reservoir operations accounting.
  • Utilizes GIS to prepare hydrologic and watershed focused display maps for internal and external uses.
  • Provides project management and contract management support for discrete projects assigned by supervisor or other technical team members related to reservoir infrastructure and operations (valve work, updating signs, reviewing, and updating water marketing database, etc.).
  • Reviews externally available hydrologic data, models and reports from others for internal analysis. Extracts data and other information from CBRFC, USGS, and other published online databases.
  • Occasionally provides engineering support to external parties as directed by supervisor or the technical team.
  • Occasionally attends external stakeholder meetings and assists with presentations.
  • Performs field work, such as mechanical maintenance, trouble-shooting automated instrumentation, and overseeing contractors at River District owned projects and other water facilities.

OTHER REQUIREMENTS:

  • Performs other work-related duties as assigned by the Technical Director, Chief of Operations, and General Manager.
