POSITION SUMMARY:
Based out of our office in Glenwood Springs near the confluence of the Colorado and Roaring Fork Rivers.
The Director of Interstate and Water Resources Engineering provides technical engineering, scientific expertise, advocacy, and project management support for multiple projects. Working closely with members of the leadership and policy team, the position focuses on interstate matters and water supply planning and acts as the primary technical resource on interstate matters. Position will typically involve significant travel throughout the District’s 15-county territory, within Colorado, and occasionally out-of-state.
Hiring Salary Range: $125,000 – $190,000

TYPICAL EDUCATION AND EXPERIENCE REQUIRED:
Registered professional engineer in the state of Colorado. Bachelor’s degree in engineering, hydrology or related field required, masters in relevant field preferred. Seven to ten years relevant work experience. Experience in project management and engineering analysis. Additional applicable expertise in specialized area(s) desired.

In addition to the educational and experience requirements, the following skills are essential to the job:
- Excellent verbal and written communication skills with ability to communicate succinctly, effectively, and professionally.
- Possesses a working knowledge and competency regarding water supply and consumption throughout the River District territory.
- Ability to work with professionals, the public, other organizations, and government agencies and oversee and direct the work of outside contractors.
- Knowledge of Colorado River hydrology, water resource issues, water administration, and Colorado law related to water rights administration.
- Working knowledge of modeling programs such as Colorado River Simulation System (CRSS), RiverWare, and StateMod.
- Teamwork, organization, and leadership skills. Able to work collaboratively with River District staff, constituents, and other entities on complex issues.
- Ability to successfully oversee and achieve multiple projects while prioritizing a complex and varied workload.
- Capable of internalizing District policies and directly implementing policies through focused action.
- Must possess advanced computer skills, including Microsoft Suite and records database software.
- Demonstrated understanding of interstate political and cultural dynamics, and personalities in the Colorado River Basin.
- Leadership and supervision experience preferred.
ESSENTIAL FUNCTIONS:
- Provides leadership and project management support for various projects throughout the District’s territory across all basins.
- Supervises and directs work of technical team members, and coordinates with other Directors to manage and coordinate efforts of technical team.
- Provides technical advice and expertise on interstate matters such as compact compliance, federal reservoir operations and associated guidelines, water consumption throughout the Colorado River Basin and conserved consumptive use programs.
- Provides support and expertise to advance the District’s Strategic Plan.
- Manages outside technical contractors on the District’s river modeling efforts associated with interstate policy efforts.
- Works with River District technical team to explore creative scientific solutions to assist with future water supply issues. Conducts, organizes, and oversees scientific work on project specific basis.
- Coordinates with the River District communications team to support public information efforts and educational events.
- Works with River District constituents, partners and stakeholders by providing technical support and education on a variety of matters such as watershed planning, water supply projects, and water quality.
- Supports the Community Funding Partnership (CFP) team to identify, review and support implementation of appropriate projects for the CFP Program.
- Works on interstate and basin wide water quality issues and serves on the Colorado River Basin Salinity Control Forum workgroup.
- Provides technical input to assist in the development and implementation of the District’s policies.
- Independently performs essential administrative work, i.e. contract origination, contract management, contract close out, records filing and retrieval.
OTHER REQUIREMENTS:
- Performs other work-related duties as assigned by the General Manager, Chief of Operations and General Counsel.
